---------------------------------------------------------------------------------The National Energy Certification and Indoor Air Quality in Buildings (SCE) is one of the three pillars upon which the new legislation on the thermal quality of buildings in Portugal and it is intended will provide significant energy savings for country in general and for users of the buildings in particular. This regulation imposes limits on home energy consumption for air conditioning and hot water production: a clear incentive to use efficient systems and energy sources with less impact in terms of primary energy consumption. The new legislation also provides for the compulsory installation of solar collectors and values the use of other renewable energy sources in determining the building's energy performance.
Regulation of Energy Systems for Climate in Buildings (RSECE) also came to define a set of requirements for office buildings and housing equipped with air-conditioning systems, which, in addition to the quality aspects of the environment and limiting energy consumption, cover the efficiency and maintenance of HVAC systems in buildings, forcing also the conduct of periodic audits of the buildings services. In this Regulation, the indoor air quality also comes with requirements covering renewal rates indoor air spaces and the maximum concentration of major pollutants.
The application of these regulations is checked at various stages throughout the lifetime of a building, but that verification carried out by suitably qualified experts for this purpose. These are agents that, in practice, along with ADENE will ensure the operability of the SCE. The most visible aspect of this work will be the Certificate of Energy and Indoor Air Quality issued by an expert in each building, where it will be ranked according to their performance on a scale of nine predefined classes (A + G). The issuance of the certificate by the expert will be conducted through a support computer system created for this purpose, where they constitute a central register of certified buildings

2.1 - At what times is a building subject to regulatory verification?
Put simply, the verification regulatory demands for new buildings or major rehabilitation interventions:
1 - Statement of Regulatory Compliance (DCR) - Licensing - construction License:
a) Statement of compliance with the Building regulations and terms of responsibility for the project.
b) Statement of compliance regulations (DCR) subscribed by Qualified Expert under the ESA.
2 - Completion of the Work - Energy Certification - Use License:
a) Disclaimer technician responsible for the technical direction of the work, declaring the fulfillment of the project.
b) Energy Certificate, issued by ADENE and responsibility of Qualified Expert under the ESA.
In more detail, in the case of new buildings, the first time to verify the implementation of RCCTE is during the design phase, including before the application or authorization of the building permit. In designing the project, the designer should, therefore, to observe the implementation of the regulation and the calculations, checking compliance with the minimum requirements and filling out the forms necessary for the licensing process. This work should then be checked by a qualified expert (who may be the designer himself) in the energy certification system (ECS), to testify (or not) regulatory compliance and to propose ways to improve performance building, sending (or not) the respective declaration of regulatory compliance. The forms, worksheets, elements and statements (including the statement of regulatory compliance) should integrate the file forwarded to the licensor. After completion of the work and request for authorization or license to use, the building will again be reviewed by a qualified expert, this time to verify the work and any changes comply with the Building regulations.
After verification of compliance with the regulation of work and final draft, the expert shall deliver its Energy Certificate, which should include the documentation for the license application for use to deliver to the licensing entity (usually the town hall). 2.2 - What is and what part arises and the ESA?
The National Energy Certification and Indoor Air Quality in Buildings (SCE) falls within the scope of Directive No 2002/91/EC of the European Parliament and the Council of 16 December 2002, regarding the performance of buildings.

In addition to the Directive, the SCE is to give expression to one of the measures contemplated in the Council of Ministers Resolution No. 169/2005 of 24 October, approving the national strategy for energy, as regards the policy guideline on efficiency energy. Falls into one of the measures envisaged in the National Programme for Change / Climate Energy Certification.
2.3 - What is the Energy Certificate?
The Energy Performance Certificate is intended to:
- For residential buildings, inform the owners, buyers and tenants on energy efficiency and energy consumption expected in normal usage of the building and improvement measures of performance, economic viability, which the owner can implement to reduce their energy costs;
- For office buildings, and to provide information about the building's energy performance, ensure that the building users to meet the conditions to ensure adequate indoor air quality.
This is particularly relevant in an initiative to combat climate change, contributing to a greater rationalization of energy consumption in buildings and to pursue measures of the National Programme for Climate Change, "Energy Efficiency in Buildings', which is given by the impulse to comply with the Regulations relating to HVAC and Energy Systems for Buildings - RSECE and Characteristics of Thermal Behavior of Buildings - Building regulations.
The measures provided for in this Decree-Law materialize with regard to buildings, the policy guidelines on energy efficiency assumed in the National Strategy for Energy.
2.4 - What is the difference between a declaration of regulatory compliance and an energy certificate?
These are identical documents with the same format and structure, but completed and issued at different times of the licensing process of a building or condominium unit. The statement of regulatory compliance (DOR) is a kind of "pre-certificate" issued during the process of licensing or authorization of construction and in which the qualified expert notes the outcome of its review of available design elements in this phase. The energy certificate and indoor air quality (EC) itself arises only, and is necessary in the context of application for a license or authorization to use the property. In practice corresponds to an update of the DOR based on evidence gathered by the expert (s) visit (s) it has made to the building during construction at the end of it.
2.5 - When do I need the services of certificacaoenergetica.com?
1 - Once you have approved the architectural design of the project and need heat, as well as its Statement of Regulatory Compliance, which will be issued by ADENE, in order to complete the examination process at City Hall, and raise the building permit / extension / remodeling.

2.6 - What items / information must contain the procedures for application for issuance of license or authorization to construct and license to use?
In the permit application / building permit must be submitted the following documents:
1 - Map of nominal values for the building, including all elements associated with all units of the building.
2 - "Survey dimensional" for each unit. If two or more units (FA) exactly equal, it is sufficient to make a form for each group of FA equals.

2.7 - What information does an Energy Certificate?

2.8 - Energy Certification System
The National Energy Certification and Indoor Air Quality in Buildings (SCE) is one of the three pillars upon which the new legislation on energy efficiency of buildings in Portugal.
The system at issue, promulgated by Decree Law 78/2006, allows Portugal to position itself among the top five countries to transpose Directive 2002/91/EC No Energy Performance of Buildings. The Certificate to be granted by the building or building unit residential / services, to:

The RCCTE defines quality requirements for new dwellings and small services without air-conditioning systems, including the level of wall insulation and floor coverings and type of glass surfaces, limiting heat loss and controlling excessive solar gains. To impose limits on the energy needs for air conditioning and hot water production, with the compulsory installation of solar energy systems and enhancing the use of other renewable energy sources.
The HVAC regulations applicable to service buildings and housing equipped with air-conditioning systems, defines requirements which include, in addition to the quality of the environment, efficiency and maintenance of HVAC systems, the requirement for periodic inspections and audits and quality assurance indoor air.
The application of these regulations is checked at various stages throughout the lifetime of a building, being carried out by qualified experts, such as the Certification Energética.com
